Assistance

· One-time aquaculture insurance incentive (40% of premium with subject to a maximum of ₹25,000 per hectare (up to 4 ha).

·   Performance grants for fisheries micro and small enterprises. Micro enterprises: 25% of investment or ₹35 lakh (General), 35% or ₹45 lakh (SC/ST/Women). Small enterprises: 25% or ₹75 lakh (General), 35% or ₹100 lakh (SC/ST/Women). FFPOs, Cooperatives, SHG Federations and Village Level Organizations: 35% of investment or ₹200 lakh, whichever is lower.

Delivery mechanism

1.       Beneficiary Registration on NFDP and receive a work-based digital identity.

2.       Applications for various components are submitted through NFDP and verified by the implementing agency.

3.       Banks process institutional credit proposals, while empanelled insurance companies issue aquaculture insurance policies for eligible beneficiaries

4.       Eligible applications are approved by the designated authorities/committees under the operational guidelines, depending on the component.

  1. Financial incentives and grants are transferred directly to the beneficiary's bank account through the NFDP payment gateway.

Financial Outlay and Expenditure

The sub scheme is implemented as Central sector components under PMMSY scheme with 100% Central Government Funding.

Physical Outputs

1-    Total confirmed Registration on NFDP portal:- 11508 Fishers- Annexure 2

2-    Access to institutional Finance:- 253 loan application submitted through NFDP portal, out of which 50 applications are in process - Annexure 3

3-    Incentivizing Fisheries and aquaculture micro and small enterprises through Performance grants:- 38 application uploaded – Annexure 4

4-    Aquaculture Insurance:- 13 awareness programmes conducted in all districts.

5- Strengthening of Fisheries Co-operative Society:-  38 application uploaded.

Ground-Level Outcomes and Impact

·         11508 Fishers, fish farmers, fish workers, vendors, and fisheries enterprises of the state register on the National Fisheries Digital Platform (NFDP) and receive a work-based digital identity.

·   38 primary cooperative societies are strengthen to transform them to FFPOs.

Implementation Challenges and Corrective Action

·         Technical issues on NFDP site.

·         Issues of internet service on ground village level.

·  No facilities of monitoring the online application at Directorate level.

Present Status and Way Forward

Online applications submitted through NFDP are under process.
