Ministry of Fisheries, Animal Husbandry and Dairying Govt. of India, started Kisan Credit Card (KCC) scheme to meet the short term credit requirements of animal rearing. Animal Husbandry department in the state of Uttarakhand is putting effort to facilitate the scheme to all dairy farmers of Milk Cooperatives and Milk Producer Companies. The veterinary doctors deployed in various districts work in coordination with the banks. They are providing all necessary support to the beneficiaries by fulfilling the pre-requisites however there have been various challenges being faced by the team during implementation. To resolve various issues, a Video Conference was held on 13th June 2022 with the department officers, SLBC, Chief Veterinary Officers and LDMs of all districts. It was discussed that all CVOs and LDMs need to identify the issues in the their districts and strategy needs to be prepared to reduce the application pendency / rejections. They need to interact with the concerned veterinary doctors and bank officers on regular basis. Once the strategy is prepared, field level camps should be organized with the involvement of bankers and veterinary doctors. It was suggested that checklist should be used by the veterinary doctors to comply with the document requirements while taking forms from the beneficiaries. Few districts such as Pithoragarh who have submitted lesser number of applications were instructed to increase the number of applications. For awareness generation among the beneficiaries, the department was instructed to distribute user friendly pamphlets and post the scheme updates on social media platforms. Besides, there have been schemes such as National Livestock Mission (NLM) which provides various benefits for livestock development including animal health, feed & fodder development, shed construction etc. The department will also ensure that farmers are getting benefitted by the scheme. The strategy adopted by the department is that minimum 2 applications would be submitted by hill districts and minimum 3 applications will be submitted by plain districts by end of June 2022.
